Subic International Airport located in Western Luzon was originally constructed as Naval Air Station (NAS) of the US Navy in 1956. The pavement in the runway touchdown zones consisted of cracked concrete pavement. To prevent the cracks reflecting through the new overlay, the consultant specified a reinforced paving fabric to be installed between the old concrete pavement and new overlay.

The reinforced glass paving fabric consisted of a nonwoven needle punched polypropylene geotextile reinforced with glass fibres. The purpose of the paving fabric was to function as waterproofing, stress absorption and reinforcement layer between the new concrete overlay and the old pavement.

Both field monitoring and laboratory tests have shown that paving fabric can increase the design life of new pavement overlays, while feasibility studies done by the project consultant showed that a cost savings of more than 28% could be achieved using paving fabric compared to conventional pavement rehabilitation method.
